En el futuro, los océanos han aumentado a inundar todos los continentes debido a que la humanidad negligencia del medio ambiente. Sólo un par de pedazos de tierra se han librado, y uno de esos es el de la ciudad-isla, donde Elfie vive con su abuelo. Un día, debido a un submarino incidente, ella descubre que ella puede respirar bajo el agua. Su abuelo revela que en verdad ella es una de las mítico mar de gente. El uso de la ciudad folclórica de la xenofobia, a los políticos locales desatar una guerra con esta gente oculta para distraer a la gente de sus problemas de recursos, y Elfie está atrapado en el medio de ella.
